several dead and injured after a large explosion in Yerevan's Surmalu shopping center

The emergency hotline received a call on Sunday about a fire that eventually led to an explosion and destruction of a building. Dozens of people, including children, were taken to a hospital. Surmalu shopping center is located on 15 Arshakunyats Ave, near the Petak shopping center.

Teams of firefighters, rescuers, construction workers, and mental health experts were dispatched to provide support at the scene. The rescuers summoned the citizens who were registered as volunteers to join the efforts.

8 dead, 90+ injured, and 21 are currently missing. Several people were declared missing but later found alive throughout Sunday and Monday. Dozens of survivors and vehicles were removed under the rubble. Among the missing are 1 Russian and 6 Iranian citizens (including an Iranian-Armenian family).

... foreign support

Leaders and embassies of foreign states, Turkey's special envoy Serdar Kilic, and others have expressed sympathy for the losses.

Russian-Armenian humanitarian response center also joined the rescue efforts. They installed lighting so the operations could continue at night, and provided visual data with the use of drones.

Representatives of the German fire service were dispatched to provide assistance as part of Red Cross aid.

Pashinyan and Yerevan mayor Hrachya visited the scene to learn about the rescue operations.

... the shopping center was fined for violating safety protocols last year

Last year the authorities fined the owner and director of Surmalu center for violating dozens of fire safety rules: pavilions were installed too close to the main building, lack of fire-resistant materials, doors did not open outwards, power lines were passing over the roof of facilities with flammable materials, no smoke protection system, the area lacked a fire hydrant, no water sprinkling system that met the minimum requirements, the food pavilions lacked automatic fire alarm systems, no fire extinguishers were present within 30 meters.

The director of the company was instructed to fix the violations, but he asked authorities for more time, citing the high number of pavilions present in the center. Just a month later, in April 2021, a relatively small fire broke out in the center, affecting several pavilions.

... what caused the blast?

The official cause of the Sunday blast is still unknown, but the preliminary evidence points to a fire that reached a large stash of fireworks. The prosecutors have launched a criminal case for ignoring fire safety rules and storing flammable materials improperly. The destroyed building was used as storage for large quantities of firework materials, said the Emergency Ministry.

... rescue efforts continued on Monday

There were still pockets of fire and a risk of more breakouts a day after the main blast, said the Emergency Ministry, adding that they were able to gather all the necessary equipment and manpower in time.

Because the building did not collapse fully and there is a risk that the remaining part could not withstand shocks, certain activities must be done slowly in order not to endanger the lives of rescuers and those who are trapped alive under the rubbles, said Minister Pambukhchyan. They cannot use heavy equipment to remove the rubble without endangering the lives of those who are possibly trapped underneath.

Minister: The authorities are still investigating the cause, but we believe it was a fire that reach the storage of flammable/explosive materials. This was not a terrorist attack. Some people have been making false bomb threats lately but that's unrelated. //

On Monday the rescue dogs detected possible life under the ruins. The crews will focus on those areas to find possible survivors. Time is of the essence and the longer we wait, the smaller the chances of survival, said the rescuers.

... a large cloud of dust was formed after the collapse and the smoke coming from the burning storage

Experts recorded dust levels 4 times higher than the recommended in Yerevan's Shengavit and Kentron districts, but no dangerous elevation in the concentration of toxic particles.

On Arshakunyats Avenue [next to the blast scene] the sensors detected nitrogen dioxide 1.6x above the recommended. Elevated levels of nitrogen dioxide can increase a person's vulnerability to respiratory infections and asthma.

... rescue efforts intensified on Monday

Firefighters ended their activities on Monday. Rescuers now have full access to the rubbles. The dogs detected a smell, and rescuers were able to hear the voice of a survivor. They are focused on that area right now. As of Monday evening, the number of missing persons is 22.

... officials respond to the blast

QP MP Arsen Torosyan: We should accelerate the adoption of the draft bill that bans the sale of explosives and fireworks unless it's during national holidays. We were supposed to adopt it but the COVID changed the priorities. Time to revisit it. Our evenings should be calmer and noiseless.

Deputy Emergency Minister: We as a society must develop a culture of safety and have a sense of responsibility for others' lives as well.

The blast destroyed 50-65% of the building and rendered the one behind it unsuitable for use. These are Soviet-era buildings that were later converted into a shopping area. The investigators will find out if the buildings' architecture allowed them to be used as shopping centers. //

... who owns Surmalu?

Surmalu building used to be a factory during USSR. After independence, it was privatized and converted into a shopping mall, a standard practice for many factories at the time.

Surmalu is owned by Երևանի պահածոների գործարան ՓԲԸ, owned by Razmik Zakharyan. It is the 288th largest taxpayer. In Q1 2022 they paid ֏422m in taxes.

Business chain SIL Group denied any involvement in the blast and accused "mentally ill critics" of attempting to tie the tragedy to their name. "Տականքներին պատասխանելու և մեկնաբանելու կարիք չկա։ Թող իրավապահները պարզեն պայթյունի իրական պատճառն էլ, սուտ լուրեր տարածողների մոտիվացիան էլ:"

a hoaxer targeted Yerevan subway station again

Someone again used electronic communication to claim there was a bomb in the Yerevan metro, zoo, and other public areas. An evacuation was organized. Nothing was found. The NSS is investigating the call.

Sources familiar with the matter claim NSS has information that some of the recent hoax threats came from someone using a Russian phone number.

several clinics in Yerevan have received modern equipment as part of efforts to improve the quality of care and reduce reliance on hospitals

Armenia's national investment promotion agency Enterprise Armenia will open an office in Spain

Levon Grigoryan, representative in Spain: We will use all opportunities to promote foreign investments in Armenia and position Enterprise Armenia as a one-stop shop for investors.

Reporter: When will you launch the activities?

Grigoryan: We've been assisting Spanish companies interested in the Armenian market since June. The office will officially open on September 1 in Barcelona.

Economic diplomacy is becoming increasingly important in foreign policy and a priority for the Government. Strengthening the internationalization of Armenian companies and attracting foreign investment will increase our competitiveness.

We will focus on raising awareness in Spain and contribute to Armenia's positioning on the investment map for Latin-American and Spanish companies. We will play a pivotal role in developing institutional cooperation between the Spanish and Armenian authorities and private organizations. There will be monthly business events to attract new investments and promote exports.

Reporter: Which sector might be of particular interest to Spanish businesses?

Grigoryan: Renewable energy, construction, IT, science, bio-agriculture, textile, tourism, pharma, and winemaking. Armenia can serve as a hub between east and west, EAEU and EU.

spring water bottling factory will open in village Vardenik soon

The constriction of the plant is almost complete, said the director of Restart Village Ltd. The $2.7m investment program was launched last year. They are testing the newly purchased devices and the production line.

There will be 30 employees when the plant opens next week. It will produce 25 million bottles per year, mostly for exports to EAEU countries. The bottled water will be called Ջան (Jan).

police could soon give a speeding ticket to knuckleheaded electric scooter riders

The police department has presented a bill for public discussion. It defines the areas where electric scooters, bicycles, and similar e-devices can be used, and how fast they can go. Violators will face a $10 fine.

Children under 14 will be prohibited from riding e-things in public areas. The riders will be required to avoid the pedestrian areas when possible.

Those under 14 will be allowed to ride non-electric gear only on sidewalks or bike lanes.

Non-electric scooters will be banned on highways outside municipalities.

The maximum speed of e-thing will be capped at 20kmh (12mph), or 10kmh (6mph) if the path is shared with pedestrians.

Widespread public protests were recorded in areas under the control of Turkey and groups affiliated with Turkey. Residents of the northern countryside of Aleppo, and other areas controlled by anti-Assad rebels have denounced Turkish FM Cavusoglu's calls for the rebels to reconcile with Assad, "if they want permanent peace". The angry protesters are against the idea of reconciliation.

They burned down Turkish flags and blocked a Turkish military convoy on the Azaz-Afrin highway. We have suffered under this criminal for 11 years and we will continue with our revolution, said one protester while referring to Turkey. prosecutors seek 10-16 years imprisonment for suspects accused of conspiring to down Serj Sargsyan's jet in 2015

The case is known as "Նորքի զինված խումբ". A group of 20 men and women were allegedly found armed to their teeth in Yerevan's Nork-Marash district in 2015. Authorities believe they were planning to shoot down president Serj's jet and hijack the presidential, parliamentary, and constitutional court buildings.

The 7-year-long trial is reaching its end. One of the suspects is Vahan Shirkhanyan, a former Deputy Defense Minister. He and others deny the accusations.

'Prosecutors to judge: We want 10-16 years for each of the 20 suspects. Give 13 to Shirkhanyan and 16 to the group organizer Arthur Vardanyan.

Armenian and Turkish delegations will soon meet to discuss the physical condition of the infrastructure ahead of plans to reopen the Armenia-Turkey border: Turkish press

Turkish media: Our sources say that meetings will be held in September between the transport and foreign ministries of Turkey and Armenia. They will discuss the recent agreements reached between Kilic and Rubinyan, and their technical implementation.

Turkey wants the next meeting to take place in Kars, amid their efforts to assess the AM-TR borders. They want to understand whether Igdir's 178-meter bridge that connects Armenia to Turkey is capable of handling bus traffic.

Our source emphasized the need to assess the situation in Ani ruins and the Silk Road Bridge on the AM-TR border, as part of efforts to build mutual trust.

We believe Armenia is interested in economic opportunities. Some Armenian residents living near the border have converted their houses to host tourists. Armenia's economy will be the primary beneficiary of the border opening. The annual trade between Turkey and Armenia amounts to $230m today. It is currently done through 15,000 trucks that pass through Georgia. We want Armenia to display a constructive stance in regards to the Zangezur corridor so every side will come out as a winner. Turkish envoy Kilic is ready to visit Yerevan for the 5th meeting. //
